Traffic Control Plan Submittals

The city of Buckeye requires a Traffic Control Plan approval for all work within its right-of-way; this includes streets, sidewalks and alleys. This page will provide direction that will assist in obtaining approved plans. Please review the TCP guidelines, notes and submit your plans below.

Traffic control shall comply with these provisions and guidelines: 

  1. A TCP must be submitted at least five working days prior to the start of a scheduled restriction or 15 working days for a closure. Each plan must be accompanied by a Traffic Control Plan Submittal Form.

  2. Traffic Control Plans (TCP) shall be prepared in accordance with the stricter requirements of the most recent version of the city of Phoenix Traffic Barricade Manual or most current version of the Arizona Supplement to the Manual of Uniform Traffic Control Devices (MUTCD), additional requirements in the notes section below.

  3. TCP shall be drawn on 8½" x 11", unless otherwise approved by the Engineering Department. TCP must include working dates, use legible lettering and clear, contrasting, symbols for viewing or printing.

  4. Leave two blank spaces for an approval stamp a minimum of 1½" x 1½" to be located (preferably) in one of the four corners, and a second stamp a minimum of 1½" x 2".

  5. TCP shall have a summary of the scope of work for which the TCP is prepared. Generally this is just the short construction contract title if it is descriptive of the work, such as “Construct Traffic Signal at Miller and Monroe”, or “Construct Sidewalks along 7th Street.”

  6. Indicate on the plan the duration of the construction work and required traffic control: include type of work and estimated start date, as appropriate.

  7. Indicate contractor’s name, address and telephone number. Include name and telephone number of the 24-hour contact person representing the contractor.

  8. Indicate north arrow and scale, unless otherwise approved by the Department of Public Works.

  9. Show all nearby streets with street names to assure proper orientation.

  10. Show existing traffic signals and regulatory signs within the work area and affected construction zone.

  11. Show existing striping, pavement markings, painted crosswalks and bike lanes area within the work area and affected construction zone.

  12. Show existing curbs, gutters, sidewalks, driveways and intersections in the construction work zone including areas affected by taper transition.

  13. Dimension all existing striping and proposed traffic control area within the work area and affected construction zone.

  14. Indicate posted speed limits.

  15. Show location and dimensions of the construction work zone.

  16. Show staging area and materials storage area, as appropriate.

  17. Indicate location of construction signs, barricades and delineators.

  18. Label all taper lengths and widths, delineator spacing and sign spacing (spacing of channelizing devices should not exceed 25' for speeds under 55 MPH).

  19. Use a legend to define all signs and symbols and designate them with MUTCD nomenclature.

  20. Show existing and proposed temporary parking restriction zones and signs, as needed, within the work area.

  21. Signs and barricades will be required to direct pedestrians through or around the construction work zone and shall be shown on the TCP.
