City of Buckeye Development Process

In order to provide a safe working environment for our employees and customers, both Development Services and Engineering Departments have implemented the following: 

City employees are available to assist residents and businesses with planning and zoning, building permits and engineering services over the phone, email or through other electronic means during regular business hours, Monday through Friday from 8 a.m. to 5 p.m.

Development Services has recently updated the Plan Review Timeframes Guidelines.

All submittals and resubmittals will be required to be uploaded electronically per instructions listed on the website.

Building and Life Safety Codes Update

Any permit applications and plans submitted for the first time to the city for review on or after January 1, 2025 shall comply with the "City of Buckeye 2024 Construction Codes" provided.

Working in a Floodplain

The Flood Control District of Maricopa County (FCDMC) performs Floodplain Management for the City of Buckeye. As such Floodplain Use Permits are issued by FCDMC for any development in a floodplain, including extraction of sand and gravel or other material. Even if you do not need a City building or engineering permit for your project, you are required to obtain a Floodplain Use Permit before you build, grade, fill, install any type of wall or fencing, or perform any other man-made changes to the property, if you are doing work within a designated floodplain.

We issue permits in accordance to current council approved building codes to ensure safe buildings and structures within the city of Buckeye. We are knowledgeable of all requirements and procedures you need for obtaining a permit, and we can assist you through the permitting process.

You will need a permit to erect, construct, enlarge, alter, repair, move, improve, remove, convert or demolish any buildings or structures within the Buckeye city limits. Permits are also required, but not limited to fencing, pools, spas, patios, solar and re-roofs. If in doubt as to whether your project requires a permit, please contact the Permit Center for clarification at permitcenter@buckeyeaz.gov or by phone at 623-349-6200.

To apply for a permit with the city, you will need to complete a Permit Application. This application can be submitted by emailing a completed application and plans to permitcenter@buckeyeaz.gov. We are currently accepting online applications for miscellaneous permits. For a list of these permit types, please see 'Online Permits' below.

We need the following information to review your plans, all documents must be properly filled out and submitted to be considered a complete submittal.

A permit will not be issued until all forms are properly completed, necessary reviews are approved and all assessed fees have been paid.

Impact Fees

The city of Buckeye released to the public, pursuant to A.R.S. §9-463.05, its proposed Land Use Assumptions (the “LUA”) and the Infrastructure Improvements Plan (the “IIP”) by providing notice of the availability of the LUA/IIP for public review and posting the LUA/IIP on the city’s website. The proposed LUA/IIP was approved and adopted by the Mayor and City Council on January 7, 2020.

Online permit applications are now being accepted for the select residential permits types listed below. Most of these permits will be issued same day, based upon the city receiving complete submittals by 2 p.m. These submittals can now be electronically uploaded with all required documents through the EnerGov CSS (Customer Self Service) Portal. The same day residential permit timeframe is based on a three application per day per customer limit, submitted by 2 p.m. Incomplete or submittals received after 2 p.m. will result in a two or more business day timeframe.

Residential permits issued same day are the following: Gas Lines, Pools, Spas, Fences, Electric Meters, Water Heaters, Temporary Signs and Single Service Dry Utility.
