The following illustrations provide generalized development types; however, the proposer can request any type of hangar development in any location within the designated undeveloped property. The city may negotiate with the proposer, if selected, to use other locations to ensure on-airport land use compatibility with other proposed development and the Airport Master Plan.
Submit Letter of Intent
A Letter of Intent (LOI) is submitted, generally describing the subject parcel, confirming the intent for the parcel and providing a summary of funding sources for the project.

Notice of Intent to Lease
Airport publishes a Notice of Intent to Lease with respect to the subject parcel. Per A.R.S. §#28-8425, airport will publish the Notice of Intent to Lease twice in a newspaper, for a minimum of 30 days before the submission deadline date. A response to the Notice must be submitted in writing for further consideration.
Layout and Explanation
The response to the Notice of Intent to Lease will include additional information about the project (i.e., conceptual layout plan, intended use of parcel, number of jobs created, capital investment, funding etc.).
Sign Lease & Submit Survey
If selected through the Notice of Intent to Lease process, the city will initiate lease negotiations and sign an Airport Lease Agreement. Pursuant to A.R.S §#28-8425, maximum initial lease term is 50 years.
Design Review & FAA Approvals
The city submits Section 163 Determination Request to FAA to confirm appropriate environmental reviews required. Prospective lessee submits FAA Form 7460-1 airspace analysis to FAA for approval. Airport reviews development plans for compliance with Airport Master Plan.
Permit / Construction
Building permits are reviewed and issued by the city following all FAA approvals. Construction Start Date is eighteen months following the Lease Effective Date. Construction Completion Date is 365 days following the Construction Start Date.
