City of Buckeye residential water utility customers may receive a rebate up to $100 for each toilet (up to three) by installing a WaterSense high efficiency toilet. Toilets installed in homes prior to 1994 typically had flush rates over 3.5 gallons per flush. While the federal standard is now 1.6 gallons per flush, high-efficiency toilets use 1.28 gallons or less per flush.

Customer Eligibility:

• Rebates are available for city of Buckeye water utility customers only.
• All rebate requests must be purchased and installed within the current fiscal-year (July 1 – June 30).
• A limited number of rebates are available each fiscal year. Rebates will be given on a first come, first served basis from the date and time the rebate application is received.
• Itemized receipts must show the total amount paid, subtotal cost before tax, the date purchased and the business purchased from. Applied discounts towards the total payment will be subtracted from the subtotal cost. Taxes and installation costs do not qualify for a rebate. The amount of a rebate cannot exceed the amount paid.
• The city of Buckeye reserves the right to change, update or suspend programs at any time during the year.
• Toilet must meet at a minimum of 1.28 gallons or less per flush.
• If any of the above eligibility requirements are not met during the rebate is submitted, then the rebate will not be processed.

To be considered, customers must be city of Buckeye water customers and follow these instructions:

• Purchase and install a high efficiency toilet
• Take pictures of the installed toilet, take a picture of the text underneath toilet tank and any supportive pictures displaying the toilet brand, model and gallons per flush
• Complete the Electronic Rebate Form
• Attach the following to the Electronic Rebate Form:
  • Proof of purchase receipt
  • Photos of the new high efficiency toilet

The turf removal rebates will be awarded to turf removals and to turf removals replaced with artificial turf or desert landscaping as provided in the Arizona Municipal Water Users Association (AMWUA) Plant List or the Arizona Department of Water Resources (ADWR) Phoenix AMA Low Water Use Plant List.

The city will provide customers with a rebate equal to 50% of their total removal cost, or a max amount based on the rate of $1.75 per square foot, whichever is lower. For example:

• A customer wishing to remove 1,180 square feet of natural turf can receive a rebate up to $1,032.50. If the customer’s cost was $.95 per square foot (less than the model rate), then their total bill would be $1,121 and their rebate would equal $560.5.
• If the same customer removes 1,180 square feet of natural turf and their removal cost is $3,127 (a rate of $2.65 per square foot), then their rebate amount would be for the preset max amount of 50% based on the average rate of $1.75 per square foot, $1,032.50.

All city of Buckeye water service area customers who participate in this turf rebate program would be required to have one-year of water consumption monitoring by water conservation coordinator to compare pre and post conversion water consumption/savings.

• A minimum of 200 square feet of natural grass replaced with xeriscape or artificial/synthetic turf.
• The purchase and install of synthetic turf replacement must fall within the current fiscal year, July - June.

Prior to the start of the project, an appointment would need to be made with the conservation coordinator (Mdgouhs Ali) for measurements, photographs, and a completed plan review, etc. Please complete the appointment form here. Once the appointment application has been received, the conservation coordinator will contact you via phone/email to schedule an appointment date and time suitable for both parties. If the conversions are completed without following the proper steps, then you would not be qualified for the turf removal rebate, no exceptions.

The cost for the following items will be covered under this rebate program:

• Post Emergent Treatment
• Turf Conversion and Preparation of Areas
• Irrigation Modification
• Delivery/Disposal/Equipment

Customers must provide a detailed receipt for all items that fall under this rebate.

• Smart irrigation controllers that connect to Wi-Fi and include a phone app (up to $100 rebate, limited to actual cost of controller plus tax. Installation fees not included).
• Qualifying smart irrigation controllers must be WaterSense labeled and listed on EPA's WaterSense website. Visit EPA WaterSense for a complete list of qualifying smart irrigation controllers.
• Check Weather Data Source information to see if additional components are required, such as weather sensors or collection units. Typically, residential irrigation systems use irrigation controllers with two to nine stations.
• The purchase and install of a smart irrigation controller must fall within the current fiscal year, July - June.

To be considered, customers must be city of Buckeye water customers and follow these instructions:

• Purchase and install a smart irrigation controller box and/or xeriscape or artificial turf.
• Connect it to your home or HOA’s Wi-Fi (if requesting smart irrigation controller device rebate).
• Download the app to your smart phone (if requesting smart irrigation controller device rebate).
• Complete the Electronic Rebate Form.
• Attach the following to the Electronic Rebate Form:
  • Proof of purchase receipt
  • Photos of old and new installed controller
  • Screen shot of app icon on your smart phone (if requesting the smart irrigation controller rebate)
  • City may inspect property in person before smart irrigation system is installed, before credit can be approved
